Use the eraser end of a pencil, push lightly in and use the friction of the eraser rubber to move the eye in the direction you want. Doing this keeps you well away from the lashes and gives good control.

I move the eyes a lot. It always risks the eyelashes but that don’t bother me since in know how to replace them. As far as eye damage. I have never seen any damage on any of my dolls. Piper uses those mechanical eyes. I love them as they kind of lock in place as you move them around. Thanks
