I prefer size 11 little kids, for USA size shoes.
The 136A has tiny feet. I would even say too small compared to her body size? But that is only my opinion.
Size 11 is one or two sizes too big for her actual foot. But I feel like it “looks” better when on her feet.

I would suggest Shoe Carnival for kids shoes. They have some nice styles that look like scaled down adult shoes.
